Scope of Application: Applicable to all product purchases, digital direct top-ups, and usage behaviors conducted on the platform (Self-Operated).
Applicability: Registered users and actual purchasers on the Topuplist platform (hereinafter referred to as "User" or "You").
Product Information & Platform Responsibility
1.1 All digital goods sold on the Topuplist platform (including but not limited to Game Cards, Direct Top-up Services, CD Keys, etc.) are directly published and provided by Topuplist Official. We are committed to ensuring the accuracy of product details, specifications, and usage instructions.
1.2 Disclaimer regarding Upstream Providers: Given the special nature of digital goods, the final content, service policies, face value exchange ratios, and validity periods are determined by the official issuer of the product (e.g., Game Developers, Live Streaming Platforms, etc.). Topuplist assumes no joint liability and provides no additional compensation for unauthorized or unilateral changes in game content, server shutdowns, adjustments to top-up ratios, or account bans implemented by the upstream official issuer.
Pricing & Order Management
2.1 Platform product prices are determined independently by Topuplist based on real-time exchange rates, upstream procurement costs, and market dynamics. The final price is that which is displayed at the moment you submit the order and enter the payment page.
2.2 Handling of Abnormal Orders: In the event of obviously unreasonable pricing anomalies due to platform system faults, network delays, or billing code errors , Topuplist reserves the right to unilaterally cancel such abnormal orders and will refund the amount paid to the original payment method within a reasonable timeframe.
2.3 Once an order is successfully paid and enters the delivery or API direct top-up process, it is deemed final and confirmed. No modifications or cancellations are supported.
Strict Prohibition on Purchase by Minors
3.1 Prohibition on Minors: Topuplist strictly prohibits minors from purchasing goods or conducting top-ups in any form. You hereby represent and warrant that, when using this platform and initiating payments, you have reached the legal age of majority in your country or region and possess full civil capacity. If you are a minor, please discontinue the use of this platform immediately.
3.2 No Refunds for Minors: Due to the irreversible nature of digital goods (e.g., game currency, game cards) which are consumed immediately upon delivery, Topuplist does not accept refund applications based on "accidental purchase by a minor" or "unauthorized use" resulting from a legal guardian's failure to properly secure payment accounts, passwords, or devices. All financial losses and legal liabilities arising therefrom shall be borne solely by the user and their legal guardian.
Force Majeure & Service Interruption
4.1 Force Majeure Disclaimer: Topuplist shall bear no liability whatsoever for breach of contract, compensation, or any other direct or indirect liability arising from any transaction failure, order delay, service interruption, or data loss caused by force majeure factors. Force majeure includes but is not limited to:
Natural disasters (typhoons, earthquakes, tsunamis, floods, etc.);
Social anomalies (wars, strikes, riots, major epidemics, government actions, or sudden policy restrictions);
Severe infrastructure failures (submarine cable interruptions, backbone network failures, widespread power outages).
4.2 Service Interruption & Third-Party Technical Limitations: Given the specific nature of the internet and digital top-up businesses, Topuplist is also exempt from liability in the following scenarios:
Upstream Channel Interruption: Order delivery delays or failures caused by server faults, system crashes, temporary risk controls, or routine maintenance of Game Officials (Developers/Publishers), API Providers, or Third-Party Payment Gateways;
Malicious Attacks: System paralysis caused by hacker attacks, computer virus intrusions, or large-scale DDoS attacks;
Routine Maintenance: Topuplist will make every effort to notify users in advance via website announcements regarding foreseeable system upgrades or maintenance. However, the platform assumes no additional compensation liability for emergency shutdowns caused by sudden technical faults.
In such cases, our Customer Service Team will do its utmost to assist you in verifying and restoring services with upstream channels, but this does not guarantee the recovery of losses.
Virtual Goods Returns/Exchanges & Verification Obligations
5.1 All Sales Final / No Returns or Exchanges: The goods sold on Topuplist are special digital products. Once the goods are delivered or the API top-up command is successfully issued, no refunds, returns, exchanges, or transfers are supported for any reason (unless the product fails to be delivered due to a Topuplist system error).
5.2 Absolute Obligation of Information Verification: When purchasing "Direct Top-up" products, you are obligated to strictly verify the Game Server, Character ID (UID), Character Nickname, and Account Type before placing the order.
If you fill in the wrong information resulting in a top-up to another person's account, Topuplist cannot intercept, revoke, or refund the transaction due to the irreversible nature of digital goods. All losses shall be borne by you.
5.3 Prohibition of Fraud & Chargebacks: The platform strictly prohibits the use of stolen credit cards (Black Cards) or initiating malicious Chargebacks after a successful top-up. Upon discovery, Topuplist reserves the right to permanently ban your platform account and report the incident to the relevant Game Official to request a ban on your in-game character/account.
Privacy Protection & Data Transmission
6.1 The personal information you submit on the platform is used solely for order processing and customer service. To complete Direct Top-up services, you agree that Topuplist may transmit your necessary top-up information (e.g., Game UID, Server) via encrypted interfaces to the corresponding Game Official or authorized channels for verification. We will never disclose your personal data to unrelated third parties unless required by law.
Governing Law & Dispute Resolution
7.1 The validity, interpretation, and dispute resolution of this Disclaimer shall be governed by the laws of the jurisdiction where the Topuplist operating entity is domiciled.
7.2 Any dispute arising from the transaction shall first be resolved through friendly negotiation via the Topuplist Official Customer Service channel. If negotiation fails, either party may file a lawsuit with the court having jurisdiction over the location of Topuplist.
Amendments & Final Interpretation
8.1 Topuplist reserves the right to modify the contents of this Sales Disclaimer when necessary. Updated terms shall take effect immediately upon being posted on the platform.
8.2 Your continued use of Topuplist services shall be deemed as your having read, understood, and agreed to be bound by the latest version of this Disclaimer.
