Account Registration & Risk Compliance Review
To access the global digital goods purchasing and direct top-up services provided by Topuplist, you must register a Topuplist account and undertake to provide truthful and valid personal information.
Authorization for Risk Assessment: You explicitly acknowledge and agree that, as part of the account registration and transaction risk control process, Topuplist has the right to conduct a risk assessment based on your registration information and transaction behavior.
Third-Party Verification: To prevent , unauthorized credit card use and fraudulent transactions, we may inquire about the status of your payment account (rather than personal credit history) with legally established third-party risk control agencies or payment gateways to verify the legitimacy of the transaction.
Obligation to Cooperate: When the system detects abnormally high-risk transactions (e.g., frequent large-amount top-ups, cross-border IP logins from unusual locations), you promise to actively cooperate with Topuplist to complete the identity verification process, including but not limited to providing identity documents or proof of card ownership.
Obligation of Truthfulness in User Identity Information
You undertake that all identity information (including name, contact details, payment information) provided during registration and use is true, accurate, complete, and up-to-date.
Unique Identifier (User ID): Topuplist will assign you a unique account identifier. You are responsible for all actions conducted under this account.
Liability for False Information: You irrevocably undertake that if your account is banned, funds are frozen, or legal disputes arise due to your provision of false, forged, or misleading information (e.g., registering with another person's identity, using another person's bank card), you shall solely bear all losses and legal liabilities, and Topuplist shall not provide compensation.
Handling of Violations: If Topuplist discovers that a user has provided false information or is involved in illicit/underground industry activities, we reserve the right to immediately terminate the account service unilaterally without prior notice and report the incident to relevant regulatory authorities.
Compliance Requirements for Identity Verification (KYC)
To ensure the operational security of our self-operated platform and prevent the use of game top-ups for illegal fund transfers, Topuplist will conduct identity verification (KYC) on users in specific scenarios in accordance with regulatory requirements.
This verification is a mandatory compliance procedure, with purposes including:
Fulfilling Statutory Obligations: Strictly complying with international Anti-Money Laundering (AML) and Counter-Terrorist Financing (CFT) regulations.
Securing Funds: Timely interception of unauthorized unauthorized card charges to protect the fund security of cardholders and the platform.
Dispute Resolution: In the event of account ownership disputes or top-up disputes, KYC information will serve as the sole basis for determining account ownership.
Service Changes & Risk Control Restrictions
Topuplist reserves the right to adjust, suspend, or terminate services for certain high-risk accounts at any time based on applicable laws, regulations, and the judgment of our risk control system.
Risk Control Restrictions: Based on the need to maintain platform system stability and fund security, Topuplist may independently limit the purchase limits or access permissions of accounts exhibiting high-risk characteristics (e.g., large-value purchases immediately after registration).
Disclaimer: The aforementioned service adjustments and restrictions, implemented for compliance and risk control needs, are necessary measures to safeguard the overall security of the platform and do not constitute a breach of contract or liability for compensation to any individual user.
User Security Incident Reporting Obligation
As the account holder, you should maintain constant vigilance regarding account security.
Emergency Reporting: If you discover or suspect that your account has suffered unauthorized access, password leakage, abnormal deductions, or unauthorized use, you must immediately report it to Topuplist via official customer service channels and apply to freeze the account.
Definition of Transaction Liability
Presumption of Authorization: Before Topuplist formally receives your " Account Theft/Loss Report" notification and completes the account freezing operation, all purchasing and top-up actions initiated through your user account credentials (account ID and password) / verification codes shall be deemed as actions performed by you personally or authorized by you.
Assumption of Liability: Given the instant nature of digital goods delivery, liability for all transactions occurring prior to the loss report taking effect of the account due to losses arising from unauthorized use resulting from your failure to properly safeguard shall be borne solely by you. Users should properly safeguard account information, enable Two-Factor Authentication (2FA), and take reasonable measures to prevent unauthorized use.
