Whiteout Survival State Transfer: Choose Before Open Transfer Starts

Whiteout Survival's October State Transfer is already in its most important planning period. The event runs from October 11 at 00:00 through October 17 at 23:59:59 UTC, but chiefs cannot treat all seven days as one open migration window. Pre-Transfer ends after October 13, Invitational Transfer occupies October 14 and 15, and unrestricted applications within the published rules begin only during Open Transfer on October 16 and 17.

The current announcement divides eligible states into 20 groups. A chief may move only within the same listed group, must satisfy personal eligibility rules and must also fit the destination state's policy. The best destination is therefore not simply the strongest state visible on the list. It is a state that can actually accept the account, matches the player's event schedule and alliance goals, and does not turn the Transfer Pass cost into an unpleasant surprise.

Execute the prepared move before capacity or time becomes the problem

During Pre-Transfer, each state is categorized as Leading or Ordinary. The official explanation says a state's total Transfer Score is the sum of the top 100 active chiefs' Transfer Scores; states ahead of others are Leading States. This label matters because destination rules and available transfer opportunities can differ. The live event interface is the decisive source for the destination's Leading status, Group Power Cap and required Transfer Passes after the event begins.

The official Whiteout Survival State Transfer announcement also explains manager control. The current president serves as Transfer Manager. If there is no current president, the previous president serves and may transfer the “Transfer Manager” title to another alliance member once. Chiefs arranging a group migration should therefore identify the person who can actually issue invitations rather than relying on an officer who lacks the event permission.

Find the exact group; the number gaps are real

The October list is not one uninterrupted range from State 4 to State 4403. Some numbers between the published ranges are absent, so a chief should match the exact state number instead of assuming that the nearest group applies. Group assignments also change over time as states age; an older screenshot from a previous transfer cycle can point to the wrong destination pool.

For example, State 1000 is in Group 7, while State 3000 is in Group 12. A state omitted between ranges should not be manually assigned to the group above or below it. Open the event page on that account and confirm eligibility. Some features and events require server conditions that are reached at different times, so not every state receives every system simultaneously.

Pass the personal eligibility check before negotiating a destination

The transfer screen should be checked before a chief spends hours negotiating with another state. Core requirements include Furnace Level 30 or higher, leaving the current alliance and not having transferred during the previous 25 days. A President, Transfer Manager or Frost Dragon Tyrant cannot transfer while holding that status. The account also needs enough Transfer Passes for its rating and must remain inside its published group.

These rules create practical preparation tasks. Alliance departure may affect current event participation or rewards, so it should be timed rather than done days too early. A leader must hand over or resolve a blocking title before the move. The 25-day rule should be checked against the previous completed transfer, not the day the player first discussed moving. An account that fails one condition cannot solve it by receiving a normal invitation.

Power is checked from the destination's perspective. Ordinary chiefs above its Group Power Cap cannot simply enter during Open Transfer; the official rules say chiefs above the cap can transfer only at the invitation of the Transfer Manager during Phase II or Phase III. That makes early communication essential for high-power accounts. A verbal welcome is not equivalent to the specific in-game invitation needed to bypass the ordinary cap.

An invitation solves access, not every eligibility rule

Invitational Transfer is useful for states that want to reserve space and for chiefs whose power requires manager approval, but an invitation is not a universal override. The invited account still needs the correct transfer group, Furnace Level, alliance status, 25-day clearance and enough Transfer Passes. It must also be free of any blocking leadership title. A chief who receives an invite while one of those conditions remains red should treat the message as destination approval, not proof that the transfer button will work.

Before accepting, compare the state number in the invitation with the destination discussed outside the game. Large migration groups may talk to several states before choosing one, and an invitation from a backup destination can arrive first. Confirm whether the receiving alliance still has the promised place, whether the invite is the ordinary or exceptional route the account needs, and whether leadership expects immediate transfer during October 14-15 or movement during Open Transfer. This prevents a valid invitation from pushing the account into the wrong state simply because it appeared first.

Transfer Pass cost is account-specific

State Transfer costs Transfer Passes, and the required number depends on the chief's Transfer Score relative to the eligible states' rating. Stronger account statistics can raise the cost. The official notice directs players to confirm the required passes after the event begins, because a generic community estimate cannot replace the number displayed for that account and destination pool.

Transfer Passes can be obtained from packs or the Alliance Shop. The safest budget is the amount shown in the active transfer interface plus enough time to obtain any missing passes before the relevant phase ends. Do not spend premium resources based only on another player's screenshot: two chiefs in the same alliance may have different Transfer Scores and therefore different requirements.

Players who use paid options for their broader Whiteout Survival planning can review current Whiteout Survival top-up options. State Transfer itself still depends on the in-game eligibility and pass count; external spending cannot move an account outside its group, erase the 25-day restriction or replace a required Special Invite.

Choose a state by activity fit, not one power number

A destination's visible power tells only part of the story. Ask when the alliance runs major events, what language it uses, which time zone dominates, how leadership handles SvS preparation, and whether the expected role matches the account. A powerful state with event times the player cannot attend may produce less progress and enjoyment than a slightly quieter state whose schedule is compatible.

Capacity and invitation policy also matter. Confirm whether the target is accepting individuals, a complete alliance group or only specific power bands. High-power chiefs should ask whether a Special Invite is genuinely allocated. Ordinary chiefs should still verify the current Power Cap, because a shortlist made on October 11 can change after managers evaluate incoming demand.

Review progression differences. The official announcement warns that some events and features are not enabled simultaneously across all servers. A destination within the same transfer group can still have a different social environment, leadership structure and event readiness. Clarify what will be available after arrival instead of assuming every feature from the current state follows automatically.

Group moves fail when everyone waits for Open Transfer

An individual under the Power Cap may be able to act during Open Transfer, but a coordinated group has more dependencies. Every member needs the correct group, eligibility, passes and alliance departure timing. High-power members may need Special Invites, and destination capacity can become constrained. If the organizer waits until October 16 to identify these differences, the group can split between successful and blocked transfers.

A practical roster should track only facts required to execute the move: source state, destination state, eligibility status, displayed pass requirement, whether the account exceeds the cap, and invitation status. Avoid collecting passwords or account access. The chief can complete the transfer personally after confirming the shared plan.

Decide in advance what happens if one member cannot move. The group may delay, select another destination, or allow eligible members to proceed. That decision is social rather than mechanical, but making it before the final day prevents pressure from turning into an irreversible split.

What to do at each remaining deadline

On October 13 UTC, finalize two or three realistic destinations inside the correct group, inspect their status and contact the actual Transfer Manager. On October 14-15, confirm and use any invitation required for early movement or a power-cap exception. On October 16-17, eligible ordinary chiefs can use Open Transfer where they meet the cap. All action must finish before October 17 at 23:59:59 UTC.

Before confirming the move, recheck the destination name and state number, pass cost, alliance status and any title that blocks transfer. After moving, verify arrival and coordinate with the receiving alliance rather than assuming membership is automatic. The transfer moves the City to another State; it does not replace every social arrangement that leadership discussed outside the game.
